At QProctor, Ankara University TÖMER and the Ministry of Family and Social Services we undertook a major social responsibility project under a protocol signed between them. In this project, which digitized the certification process for individuals who had received sign language training, QProctor provided end-to-end online exam security and monitoring (proctoring) for all 10,000 candidates.
Ankara TÖMER The software specially developed by our company for secure exam infrastructure enabled candidates to take the Turkish Sign Language Exam.
Launched in 2023 and installed on the institution’s own servers (On-Premise), this system has operated continuously and successfully for three years, enabling tens of thousands of candidates to be certified to interview security standards.
By their nature, sign language exams are entirely different from standard multiple-choice exams. Both the rapid, uninterrupted loading of video-based questions and the accurate analysis of candidates’ movements using proctoring systems are required.
In keeping with the nature of this social responsibility project, QProctor’s secure exam infrastructure was tailored entirely to TÖMER’s needs, rather than relying on a standard infrastructure.
As required by the protocol between Ankara TÖMER and the Ministry, the software was integrated directly with Ankara TÖMER’s servers and exam center instead of using cloud infrastructure, to ensure maximum data security. This kept data privacy at 100% online exam security within institutional boundaries.
The software was designed in accordance with the standards of the Common European Framework of Reference for Languages (CEFR). Using technology tailored specifically to sign language, the adaptive exam measures candidates’ four core language skills with high accuracy.
QProctor’s advanced systems were deployed in exams attended by 10,000 candidates proctoring algorithms. During the exam, actions such as impersonation or accessing resources outside the screen were detected and prevented by AI.
Candidates who successfully completed the exam through QProctor secure exam infrastructure and qualified to receive a Sign Language Certificate are assigned to relevant positions directly by the Ministry of Family with this official certificate.
The process was flawlessly implemented in five key steps through collaboration between Ankara TÖMER and QProctor:
Specific assessment needs for the sign language exam were identified in line with the protocol established with the Ministry of Family and Ankara TÖMER.
QProctor developed a custom adaptive exam engine, supported by CEFR, measuring four core skills and designed for video-based questions.
The developed secure exam infrastructurewas securely delivered to and installed on Ankara TÖMER’s own servers and at its exam center.
Over the three-year period, tens of thousands of candidates experienced uninterrupted exams with QProctor proctoring algorithms.
The certificates of candidates who completed the exam with integrity and successfully were approved through the system, paving the way for assignments by the Ministry of Family.
In large-scale certification programs attended by tens of thousands of candidates, such as those at Ankara TÖMER, preventing cheating in exams and interviews is the system’s most critical foundation. QProctor completely closes the gaps in traditional monitoring with secure exam infrastructure that can be scaled to meet organizations’ specific needs.
In modern assessment processes, whether it is an academic language test or a corporate recruitment stage; interview security and online exam security must be handled with the same technological precision. QProctor’s advanced proctoring (online invigilation) algorithms instantly detect screen-sharing attempts, the use of a second smart device, and unauthorized people entering the frame, creating cheating prevention protection that comes close to 100%.
